，不必負起應有的法律及政治責任嗎？從法律面來說，當柯陣營指控對手竊聽時，不僅造成對方名譽損害，選情也必然受衝擊。雖然影響性難以用數字評估，但假設開票結果連勝文以些微差距落敗，那麼，這筆帳該怎麼算？柯陣營是否應負起「意圖使人不當選」的法律責任？這絕非危言聳聽，因為，假若今天角色互換，說謊栽贓的人是連陣營，無端受害的是柯陣營，請問當柯文哲以微幅票數敗選時，連勝文難道可以逃過被追究「當選無效」的檢驗嗎？就政治面而言，當柯陣營拿著造假的證據，繪聲繪影陳述不實指控，這難道不是企圖愚弄選民？難道內部人員的疏失，可以作為你操弄選舉的正當理由嗎？更甚者，難道柯文哲可以只用一句「所託非人」，就把自己從加害者變受害者嗎？這對曾經相信你的選民是情何以堪？尤其當輿論有所質疑時，柯文哲卻還反過來要求對手說明為何能掌握柯辦訊息，這難道不是拉東扯西嗎？就如同當初MG149爭議爆發時，當社會質疑為何私帳能接受廠商捐款時，柯文哲卻反過來要求連勝文公布財產清單，迴避爭議的手法不都如出一轍？誠實是美德，但誠實不代表你可以卸責。如果柯文哲以為公布通聯簡訊，就能把責任撇得一乾二淨；以為自稱「被擺道」，就能免費潑人髒水，那麼，這不僅是把「公開透明」所揭示的崇高價值，當成推諉卸責的遮羞布，更是辜負了人民對白色力量的期待。，

北市4大商圈 店面成交占比逾5成

    　根據交通部觀光局統計，

    　永慶房產集團店面事業部鄭朝鶴經理表示，目前大台北店面租金穩定、空置率低、保值效果高，雖然短期投報率較低，但因投資者都看好觀光帶來的消費動能，仍持續投入店面市場，其中，又以士林夜市、西門町、永康、東區商圈等具陸客觀光效應及重大建設題材影響的商圈熱度最高，成交占比逾5成。
    　其中，士林夜市商圈店面成交占比超過2成，西門町商圈、永康商圈、東區商圈各占1成。
    　租金行情與去年同期相較，除東區商圈持平外，其餘3大商圈皆上漲，尤以西門町商圈最高，漲幅達20%。

陸橋缺一角！觀音區台66線、台15線交界的陸橋，有橋無路遭詬病，市議員歐炳辰10日要求市府須審慎評估陸橋的功能，因為根本無人使用，市長鄭文燦表示，此橋列為無效公共設施之一，雖未達使用年限，但因為功能不彰，該拆就拆，會請相關單位與公路總局進行會勘後決定是否拆除。根據了解，這座陸橋是台15線北上路段陸橋引道下方地主不同意設基樁，才出現有橋無路情況，由於多次協調沒有結果，最後封閉1處基座，歐炳辰痛批「沒有樓梯可以走，還不是要從另一端下去，然後穿越馬路，陸橋形同虛設」。

由於往來台66線、台15線的車輛車速相當快，當年為了附近大潭國小學生及附近居民安全因而設置陸橋，無奈使用率基近於零，過去曾有相當打算將陸橋申請報廢，報廢後的鋼骨結構遷移到行政園區作為瞭望台，但最後仍不了了之。鄭文燦表示，這座陸橋列為桃園市無效公共設施之一，要不要拆需要檢討，由於尚未到達使用年限，因此將會邀集管理單位的公路總局及區公所、市府、地方人士會勘，他認為，既然沒有使用價值，該拆就拆，他上任後也拆除桃園區歷史悠久的連接復興路、中正路的地下道。，

台中：「托育一條龍、錢花刀口上！」為減輕父母親負擔，台中市政府推出「托育一條龍」；凡設籍台中年齡2歲以上、未滿5歲的幼兒，且父母有一方設籍台中，就讀台中市公立幼兒園即可享免學費福利，就讀符合相關規定的私立幼兒園，則可獲最高每年3萬元學費補助。(中國時報)

聯發科4G晶片 出貨億套起跳

，中國三大電信商預估明年4G手機用戶超過3億戶，也就是明年中國手機市場仍有6至7成的比重，將陸續轉換至4G手機，這股換機潮將帶動聯發科4G晶片出貨成長。外界認為換機潮榮景不再，聯發科財務掌顧大為表示，今年4G晶片是占率約20％、競爭對手高通（Qualcomm）大約是60％至70％，目前4G的轉換還是很強勁、就算是3G機種，海外市場也仍有支撐。明年上半年4G晶片在價格上遇到很大的壓力，謝清江認為，在第2季新一代的系統級單晶片上市後，下半年單價有機會走穩，毛利率也可望止跌回升。過去聯發科晶片缺少CDMA規格，但今年推出首顆加入CDMA2000規格的全模64位元單晶片，瞄準包含美國、中國大陸、印度與韓國市場，將觸角延伸。謝清江表示，CDMA2000規格手機市場全球一年的總量上看3億支，聯發科的全模晶片明年第1季將在中國、美國、印度、韓國等電信商開始認證及測試，預計第2季就會有客戶的終端產品進入市場銷售。，

料好又實在 監所牌搶手 自營產品吸金三億

    　法務部矯正署長吳憲璋在立法院司法委員會報告指出，至今年十月底，法務部矯正署總業務收入為七億餘元，其中自營作業產品收入高達三億三六四七萬元，較去年增加七千九百萬餘元，成長三十．八二％，明年可望突破八億元。
    　近年監所自營的作業產品十分搶手，根據矯正署自營商品展售商城統計，高居熱銷寶座的「明星商品」為彰化監獄的「好康麵」，由古早手工方法製作而成的蕎麥麵，經天然曝曬，無化學添加物，市場反應極佳，常供不應求。苗栗看守所的客家肉粽、台南監獄的手工蛋捲也都因料好實在、「俗擱大碗」，獲得網友好評，分居銷售王二、三名。
    　此外，在全國各監所中，今年台中監獄自營產品銷售金額超過四千一百萬，勇奪「吸金第一名」的寶座，主打手工漆器和狀元糕；銷售金額第二名為台南監獄三千一百多萬元，以手工蛋捲和鳳梨酥最熱賣；第三名為台北監獄研發的辣味豆干，常常賣到斷貨。
    　法務部官員表示，台中監獄漆器以雕塑結合最新的蒔繪技法，完全以傳統方式純手工製作，呈現出細緻特別的顏色，法務部長曾勇夫也常訂購漆器送給外賓，作為來台的紀念品。
    　官員表示，依各地方特色，民眾可以在各監所買到各式各樣不同的產品，如金門監獄的麵線、嘉義監獄的交趾陶藝器、花蓮監獄的大理石雕、台北監獄研發的三峽藍染產品、宜蘭監獄的蔥油餅、蔥蛋捲，還有台中監獄的藺草草帽，都是超熱門產品。
    　另外，近年來監所也開發各種特色商品，如台中女監正在推廣手工巧克力與浸泡式咖啡、台北監獄嘗試推出油畫、水彩畫藝品等。岩灣技訓所還推出環保洗潔劑，嘉義監獄也開發男性內衣褲與休閒服等，都是後勢看漲的產品。
