蘇迪勒帶來的豪雨引發道路崩塌，一度讓烏來成為孤島；滾滾洪流沖進飯店及住家，造成生命財產損失。大自然展現的強大力量，頓時讓「人定勝天」四個字成為略帶哀傷的反諷。某種程度來看，烏來溫泉區算是台灣山區開發的小縮影。公路的闢建帶來便捷交通，吸引大量遊客到訪，溫泉業者快速擴張，部分飯店就位在行水區內；過去不曾遭遇水患，但極端氣候改變了一切。

談到烏來淹水原因，台大森林環境暨資源系教授陳明杰點出，雨量大是主因，但沖刷的泥沙墊高河床，以及建物侵占行水區造成水流斷面減少，也可能是導致溪水在那個河段高漲的原因，需要用工程方法去檢算。他說，如果嚴重影響水流，政府就應拆除行水區內的建物。陳明杰強調，現在強降雨會發生在沒想到的地方，政府應有妥善因應方案。許多山區道路是舊有道路，可能20、30年都沒問題，但現在已無法應付強降雨侵襲。他主張，因應極端氣候，政府應對既有山區道路重新進行地質調查，作必要的工程整治，同時要提高道路工程設計標準，避開潛在風險區掝。另外，要限制、減少山區開發的強度。中興大學水土保持系教授陳文福表示，雨量若達到1500毫米就會發生災害，人為設施會被破壞。因此政府應該利用這次的機會，對山地開發區域進行安全性審核，潛在的危機地點就不該再讓人口搬進去。陳明杰點出，政府對於集水區的維護缺乏通盤思考，目前區內的土地、河川、建築等分屬不同的管理單位，形成大家互踢皮球的狀況，烏來福山村伊殿園違規開發爭議就是一個例子。他認為，水源區應成立單一管理機構。不願具名的林務官員坦言，未來災害幅度可能愈來愈大，修復時間及所需金錢愈來愈多，主管機關必須從土地承載力、崩塌土地風險等方向切入，拿出具體對策。「這些事沒有人要做，但現在不做，老天就會來討回去」。(中國時報)，
