中國放棄人民幣緊盯美元，放手讓人民幣重貶，中美兩大集團（G2）在貨幣與匯率政策上正式分手，在原本淡化的人民幣問題上再度交鋒。中國爭取成為IMF特別提款權(SDRs)的國際貨幣儲備組合，恐遭美一票否決。今年以來因盯住美元緣故，人民幣微升0.02%，相較跌跌不休的日圓等亞洲貨幣，人民幣等於兩位數以上漲幅。中國人民銀行11日下調人民幣兌美元中間價1.86％後，12日，人行公布的人民幣中間價為6.3306，較昨日的中間價6.2298貶值1.6％，兩天來中間價重挫3.5％。

中國國家主席習近平將於9月在華盛頓會晤美國總統歐巴馬。近幾個月來中美兩國在南海主權爭端上的分歧加劇，並相互指控駭客行為；雙邊投資協定談判進展遲緩。人民幣貶值更為兩國關係添波折。大陸華創證券宏觀經濟研究主管鐘正生指出，今年美國破天荒地未將中國列入匯率操縱國，鼓勵中國開放貨幣政策。人行此時主動引導人民幣匯率貶值，會給在國際貨幣基金擁有一票否決權的美國找到藉口，從而在加入SDRs的節骨眼上封殺中國。美國財政部昨天已示警，中國邁向更加市場決定匯率的承諾出現任何動搖，將「令人不安」。諷刺的是，中國目前的經濟疲軟意味著，讓人民幣匯率更多地受市場力量的影響，就是使人民幣趨弱、而不是走強。IMF前中國部主任普拉薩德說，人行透過將貨幣貶值與更多地由市場決定的匯率相結合，讓美國的批評顯得無力。人民幣重貶領跌亞洲各國貨幣，讓美國製造業挫咧等，引發的全球通縮壓力讓美國擔憂，這將傷及Fed達成通膨率2％的目標。中國雖將歐習會視為頭等大事，但面對出口一片慘綠，維護政治和經濟穩定，顯然在當下要比避免與美國出現可能的新的緊張關係更加重要。中美兩國各有苦衷，進入總統大選年的美國向來對中強硬，習近平將穩增長列為頭號大事，自年初開始，中國經濟低迷，連番降息降準，9月恐再降息；美國緩步復甦，9月擬升息。人民幣跟美元說再見，終將掀起一場沒有煙硝的貨幣戰爭。(中國時報)，
